This year project aimed at producing comparative lessons and actionable resources (i.e., an assessment framework, practitioner guidelines, and technical notes) related to how decentralized education systems can achieve disaster risk reduction through technologically-focused crisis management strategies. These resources are developed by learning from the experiences of El Salvador, Honduras, and Colombia—each of which, first, represents a different-yet-common form of educational decentralization and, second, has made distance learning technologies the centerpiece of their educational response to the COVID-19 crisis.
